To get you started, here is an example story:

Buenos Aires, Argentina (EZE)

I was in Buenos Aires with two other friends in December 2005.  It was Christmas Eve and finding a cab was quite difficult that night.  Eventually, we found one after walking around for quite a bit.

One of the guys I was with spoke fluent Mexican Spanish so he handled the negotiations.  We made it about two blocks when the cab stopped.  My friend looked at the two of us in the back of the cab and said “we have to get out!”  Startled, we got out and waited to hear what was going on.

As it turns out, the cab driver did not want to turn on the meter, but wanted to charge us a flat rate.  My friend thought the rate was too high, so the cab driver threw us out as he was not going to turn on the meter.

Luckily, we were still in a populated part of the city when this occurred, although there were not many people on the streets.  After what seemed like forever, another cab showed up.  before entering, we asked about him using a meter; he said no, so we checked what was the fare.  It was much lower than the previous cab, so we boarded, realizing that it must be the norm to not use the meter either at Christmas Eve or at nights.  We decided that it was not worth the trouble to figure it out and just concentrated on having a great night out.
